It would really be needed in our case - It is not always possible to sign jars
at build time.
We are building application package once, and then it goes to a different place
where it is signed with production certificate. this is why signing jars is not
needed when building jnlp package.
I think it is use case that is worth implementing, since it is probably very
simple to achieve
