The plugin is not yet at central. In the future, it's much better if
you wait announcing until it's actually there.
Announcing too early could cause problems for organizations with
proxies if the users try retrieving the artifact too soon, as it will
be added to the not-found-cache. By default, that cache will not
expire until after 24 hours. (This is the default Nexus behavior.)

I've run into this myself at least once where I had to go into a long
discussion with a user trying to explain why this is not Maven's
fault.
