Related to this, it seems like the correct behavior for use-latest-versions
would be to "downgrade" SNAPSHOTs when -DallowSnapshots=false. Leaving a
SNAPSHOT version as a SNAPSHOT when there is a valid release version, even
though the SNAPSHOT is newer, doesn't seem correct when allowSnapshots is false.
