Resolution: Won't Fix
In fact given the two notes I do not think this patch is a good idea; the
{{OpenIDE-Module-Build-Version}} already included a detailed timestamp for
diagnostic purposes, and there is no particular reason
{{OpenIDE-Module-Implementation-Version}} values must be different across
rebuilds - in general you should not rely on generated implementation versions
in dependencies.
I will fix the timezone mismatch between the two attributes, to prevent them
from specifying different dates; the build version was correctly UTC but the
implementation version was incorrectly using local time.
