Add a flag to allow skipping execution

I'm not sure if this is needed, but here goes.
I use the shell plugin during test phase to run external tests (python
nosetests).
The problem I have is that I want to be able to skip running the shell script
plugin
by setting a flag, like I can with the surefire plugin. I looked at the
source, but
see no provision for skipping. As far as I can see, I can't tell maven to skip
the test phase altogether.
If there's no external way to skip execution, then it would be good to add a
skip flag
to the shell scripting plugin.
