I am actually using 2.0-alpha-3, but that is not a valid version.
Java 7 on Mac does not have a classes.jar in ../Classes/classes.jar per
[CompilationMojoSupport.groovy:findToolsJar|https://fisheye.codehaus.org/browse/mojo/trunk/mojo/jspc/jspc-maven-plugin/src/main/groovy/org/codehaus/mojo/jspc/CompilationMojoSupport.groovy?r=6803].
So I had to create the directory and create a symlink:

% sudo mkdir
/Library/Java/JavaVirtualMachines/1.7.0u-dev.jdk/Contents/Home/Classes
% cd !$
% sudo ln -s ../lib/tools.jar classes.jar
{noformat}
