According to the documentation chapter 6.4.1, an artifact with version
1.2-SNAPSHOT will get the debian version set to 1.2-<timestamp>
Then if both the 1.2 Release version and the 1.2-<timestamp> version is
deployed into a repository, the 1.2-<timestamp> version will evaluate as newer
than the 1.2 Release version - which is exactly the opposite of what we want.
Instead, the ~ (tilde) separator should be used to indicate that the SNAPSHOT
is a pre-release version.
