No, that is a 2.9.4-SNAPSHOT which is not 2.9.4. And I wouldn't trust JIRA more than SVN sources and what's actually been deployed.
The latest release seems to be 2.9.1. Why are you so sure there is anything later than 2.9.1 other than snapshots?
