In my opinion there is a practical requirement of this plugin, where as in my case I am distributing my master pom to my team but does not want to receive it with the other artifacts. Basically this will ensure my coding governance at the CI server end. This will also ensure that no other versions are allowed to be used by team. I understand the concept of parent-child pom so please lets not get into those details.
