Jesse Glick commented on MNBMODULE-200 nbm:autoupdate generates invalid XML header I think it is {{<module distribution="org-netbeans-modules-autoupdate-ui-RELEASE721.nbm" preferredupdate="true" >}} that is triggering this use of the 2.7 DTD, by the way, which is the only DTD version for which the bug exists according to the fix diff.
