Can't think of a criteria why you're not allowed. There's always a first time, sooner or later. Only by doing it you'll get the experience. Don't worry, there are enough teammembers who can help and verify the release, especially for firsttimers.

I'd prefer to have a close look at the checkstyle-reports.
I think we should add the extra-enforcer-rules to the Sonar-report (https://sonar-ci.codehaus.org/components/index/6822)


If not, then I guess I'll just (try and) proceed as explained in the guide
and call for a vote.
