Particularly, you can read http://mojo.codehaus.org/development/performing-a-release.html#Dropping_the_Release There's something not clearly written there btw: we currently don't "burn" version. That is, if the release is not voted on, then we drop it (as written on that page) and generally the same version will be used until it manages to pass the vote. Btw, I think we should state this last part clearly on that page in that page if this stays as the current agreement.
