It would IMHO be useful to have a rule that checks whether the produced archive contains a certain entry (like license.html). This would be something like a post-package <requireFilesExist>. And before someone asks, <requireFilesExists> alone sometimes doesn't cut it, as there are more things that could go wrong in complex setups using, e.g., the maven-remote-resources-plugin.
One thing that might make this rule more complicated than <requireFilesExists> is attached artifacts, some of which might not even be archives (JARs, ZIPs, etc.). Nevertheless, checking that your *-sources.jar contains the required license.html is just as important.
