Description:

for a project with a dependency with version 2.1.1, running
versions:use-latest-versions -DallowSnapshots=true -DallowIncrementalUpdates=true -DallowMajorUpdates=false -DallowMinorUpdates=false
results in the following using the MavenComparator:
lowerBound: 2.1.1
upperBound: 2.2.0
includeUpperBound: false
If 2.2-SNAPSHOT is present it will be resolved as below the upperbound due to the -SNAPSHOT qualifier. However this seems incorrect since this would not be an incremental but rather a minor version update.
