Ok, first thing to do it to ask your PMC chair to execute this command

modify_appgroups.pl hudson-jobadmin --add=<Apache username>
{code}
with you account because you must have a committer access to Jenkins. To get it 
you must be made a member of the hudson-jobadmin group, and that's what command 
above does according to 
[FAQ](http://wiki.apache.org/general/Jenkins#How_do_I_get_an_account)

I have a lot of experience configuring Jenkins jobs and will be glad to help 
you from there to get builds\tests running automatically.

As I say, I will be happy to do this for you but I need to be able to log-in to 
apache Jenkins though..which means some kind of credentials will be needed. Or 
I could literally guide you thought that but this way it will definitely take 
more time on your end.
