Basically a project in incubation needs to act like a top level project, so anything you see that applies to a PMC also applies to a PPMC. There's a couple of additional think in incubation such as the IPMC vote on releases. PPMC votes on release are not binding in the same sense as PMC votes are, but are still needed as that's how all projects operate. Thanks, Justin
