I think Serge likely used "binding" to differentiate PPMC votes from other community members' (non-binding) votes, and only on dev@mxnet. This is intended to be in line with the guidance of mimicking how the vote is carried out after graduation per guidance from the incubator [1].
If this needs to be changed, what's the proper way to conclude votes in MXNet dev@ list?
