Typically what happens is that someone on the PMC will propose someone else as a new committer, on the PMC mailing list. Since this is a private list, the PMC members can feel free to exchange opinions on the proposed person, without fear that their opinion will be made public, and without fear that the proposed nominee might be offended / upset.

Once there seems to be concensus that said person would make a good new contributor to the project, someone on the PMC posts a vote on the public developer list, and the real vote takes place there. That is the vote that matters.

So is the vote "legal" ? Sean, Heath and Stan are selected as new committers, and they got their account right now.

The PMC list is only for committers who are then elected as PMC members.

I can't get to www.apache.org right at the moment to get you a pointer
to the processes document (infrastructure remodelling is going on this
weekend), but you should review those processes carefully.
