We've had this discussion in the past. I think the outcome was to pair up w/ a committer who would assign the bug to themselves on your behalf. If this doesn't work, perhaps a "I'm working on this" comment will do. Thanks for your interest Tim.

Tim, You should already be able to open new issues. There's no point in giving you the ability to assign yourself to an issue until you have commit access.
