Input calendar does not respect the enabledOnUserRole property when rendering

When rendering the input calendar the HtmlCalendarRenderer does not respect the 
enableOnUserRole property for the popup button. This has the effect that if the 
user is not in a role where the calendar should be enabled the button still 
allows them to set a date for the calendar.
