ReferenceIcon referring to declarative icon not resolved

As a result of the fix for TRINIDAD-472, there is one icon edge case which is
no longer handled properly. ReferenceIcons which refer to icons which are
defined in a skin css file are not being resolved properly and end up being
resolved to null.
Note that this does not affect any ReferenceIcons defined by Trinidad, since
these all refer to programmatically registered icons. However, we encountered
one case in our own custom skins where a ReferenceIcon was not being properly
resolved.
