It renderers panelList with just one item in which all list items (from #{app.properties} list) are concatenated to single string. I think, panelList (and other components like panelTabbed, selectOneRadio, etc.) needs tr:forEach (which acts as loop) to iterate over nested collection instead of tr:iterator (which acts as single component).
