Design Time Metadata Missing for a Few Trinidad Components

Currently, Trinidad provided a design-time metadata to identity whether a
component's attribute is translatable or not. This metadata is used by IDEs
like JDeveloper to determine whether a component's attribute can be mapped to a
resource bundle. Currently, there are a few components (refer below) whose
attribute can be translatable, but marked as non translatable.
1) InputText and PanelRadio's "Label" attribute
2) PanelCaptionGroup's "CaptionText" attribute
