some constellations require the window-id quite early. therefore, the window-id
should be restored as soon as possible.
it should be possible to disable this new behavior via
WindowContextConfig#isEagerWindowContextInitializationEnabled (default: true)
attention: it's only supported if WindowContextConfig#isUrlParameterSupported
is enabled (default: true)
