Unfortunately, that option did not work for me.  I'm still have the same issue 
as it relates to launching a dialog.

This code has partialSubmit set to "true" and will not result in a dialog 
popping up (and it is supposed to):

                              partialSubmit="true" useWindow="true"
                              windowHeight="300" windowWidth="200"
                              binding="#{OfficerStatusSearchMB.nameDialogLink}"

                              immediate="false" />

This code has partialSubmit set to "false" and will result in a dialog popping 
up:

There is still a BUG that needs to be addressed.
