While it would be nice to be consistent with Mojarra, it is not a necessity as
you should not be using hard-coded ordinal values.
Second, we cannot change this on a minor point release as this will break
existing applications. An app server container which upgraded to a version of
Myfaces with different ordinal values would break all existing applications.
I'm going to change the affects-version to 2.2, and increase the priority to
blocker since, if this is changed, the change should be made before the first
2.2 release. If someone else feels that we should simply leave the ordinal
values as they are, please change this to wont-fix as I don't feel strongly
about fixing it.
