That's very strange. It seems like you are using the same ip address that I am. I can't think of anything that would cause a connection refused for you and normal service for me if we are both talking to the same machine other than a really strange firewall rule (although I'm no expert on firewall rules). Maybe start up hipchat (see status page) and see if infrastructure can help.
