In this case the description of the spec is wrong.
Compare to the local Value (local Value has two methods set/getLocalValue and
set/isLocalValueSet) unfortunately submitted Value has not a
set/isSubmittedValueSet method. Set submitted to null means there was no value
submitted. In this case if there is an conversion error or something else it
will render the old value instead of render the empty String.
javax.faces.INTERPRET_EMPTY_STRING_SUBMITTED_VALUES_AS_NULL means during
validation an empty value should be interpreted as a null value only. This
should be the correct behavior. We raised a spec issue about this years ago but
the project has moved to github and I can not find the original issue:
