I don't think we should rule out EE9 completely – 14% of users are on EE9 -

I'll still make a 3.0.3 release out later this year – we've placed effort into
back-porting issues. Hate for that to go to waste.
Another way to look at it: ~40-45% are on EE8 or later. They're slow to
migrate, so they'll likely use EE9 as a stepping stone.
