Now, the ResourceUtils load the "tobagoResourceBundle" given by the Faces API. If the base name is NOT "org.apache.myfaces.tobago.context.TobagoResourceBundle", then the Faces mechanism overrides the "tobagoResourceBundle". If a key is not found, the default TobagoResourceBundle is used. This has the advantage, that a project can replace only one key without copying the whole TobagoResourceBundle.
