To answer Pavel's question, the UK Government runs a scheme called the
National Grid for Learning (NGfL) (http://www.ngfl.gov.uk).  In Scotland,
this is administered by our devolved government, the Scottish Executive.
The National Grid for Learning is a country-wide initiative to provide
information technology infrastructure and educational content in schools and
educational establishments.  The scheme was launched in 1998 and funding
originates from the Department for Education and Skills.  In Scotland, the
NGfL scheme is run by Learning and Teaching Scotland
(http://www.ltscotland.org.uk) on behalf of the Scottish Executive.  A
conference of Scottish Gaelic teachers and educators some time ago
identified a need for a Gaelic word processor that could be used by children
studying in Gaelic-medium and Gaelic-teaching schools in Scotland.  This was
then raised as a project under the NGfL initiative and the job was put out
for tender.  My company, Canan, tendered for the job, but we proposed that,
instead of simply producing a word processor, it would make more sense to
produce an entire office suite, especially since OpenOffice.org provides an
existing, established and localisable basis for such a project.  Our tender
was accepted and here we are :-)

A bit complicated, I know, but that's how the project came about.
