I don't exactly know how you open one discussion forum, but could somebody here explain how to open discussion forums in projects?
log on your site, goes under Mailing List in the left navbars.
You see Discussion forums entry appears in this left navbar. Click on it and you'll see Add new discussion forum.

The only thing that is missing is a "reply" functionnality, but may be we can ask (massively ;) to CollabNet to add it :)
