I think that what you'r looking for is a button that you will find by
scrolling down the IZ page.

There are reasons for that, historical, practical. Downloads page links
to the main download page. You are free to have your own, but the
central page has several mirrors and you can of course integrate yours
to it.
Left pane and page toolbars is a different issue. It's a contentious
point. The page toolbar cannot be changed but you can tweak the left
pane if you wish. The main reason for leaving them in English is that
you may want to let your members participate outide the ET community,
and hence provide them with links outside your NL.
