If you are asking whether that dictionary can be included in OpenOffice.org official builds, the official answer is "nobody knows" and the problem is licensing: that dictionary is distributed under the GPL 2 license. You'd better subscribe http://qa.openoffice.org/issues/show_bug.cgi?id=65039 and hope. Further comments are useless as Sun will obviously listen to their lawyers only.
