Not sure that Tortoise supports port forwarding. It didn't used to, but
that was years ago. I recommend some other CVS client that does support
port forwarding.
I don't have any problems using Tortoise CVS (not SVN) and Cygwin on Win
XP. Did Tortoise tell you everything was fine?
