Launchpad as a platform is a Canonical product and is non-free.
However, I understand that it is very easy to use, several people here
told me about it.
You are free to use whatever tool you want. At some point, however,
the output you will produce will have to be integrated into our
existing localization process. For instance, the .po files you will
generate will have to be converted into .sdf files.
