I think you are right. According to a discussion I am having on a Media Wiki help forum, the guys there also seem to think the problem might be with mixing single and multibyte characters in a Category name... and maybe a possible bug in handling Categories with multibyte names. For the OOoWiki, we can consider it solved for now if we refrain from using multibyte characters in Category names.
