Hello Marcos,

well, a native-lang project is not just about localization. It's also about QA, but it provides users support in the language it covers, develops marketing, documentation, etc. See the Spanish project for instance: http://es.openoffice.org This is why I was asking the question about the level of the project.

Level one would only be for Localization projects looking to use mailing
lists and start an home page.
