I suppose so, but the details are pretty simple.  Run NetBeans on an Apple 
laptop that has both integrated and discrete graphics.

After jumping through google searches I found a mention that the JRE that 
NetBeans runs on would have to be integrated into the Application Bundle for 
the NSSupportsAutomaticGraphicsSwitching key in the Info.plist to work.  If 
that’s the case, I suppose we would have to wait for Adopt OpenJDK or the like 
to create a NetBeans+JDK package.
