Yes it says linux, but that is the build where we actually build the Windows Launchers from the source, so that one shall be used. (The Windows version is coming with the outdated launchers.)

FYI: For Linux users, it is an easy opt-in for getting weekly updates on 
development builds, by installing the netbeans-dev Snap package (we have 3 
users including me, at the moment):

sudo snap install netbeans-dev --channel edge --classic
