Yes, a few things that probably need rewriting, given some infra and
build changes.  I did try and keep mostly up to date during previous
releases, but think it's useful for me and the new RM to talk through.

Eric, are you definitely RM'ing this one?

I'm tied up with client work this week, but can look at this one day
early next week - let me know a good time.

I would still announce the freeze ASAP, with a [NOTICE] email -
started adding [NOTICE] after a few people said there was too much
traffic on dev@ and they hadn't seen it!  Tag with milestone what
definitely needs pulling in, and put the next (see below) milestone on
others.  And yes, probably best to branch when you're about ready for
first beta, and when Travis is mostly back working.  Get used to
retriggering Travis, it's a flaky beast! ;-)

Last two releases I aimed to have beta builds every Wednesday,
although for various reasons didn't always manage that, more with
build changes in 11.2.  If new RM / we want to continue that or
similar, we should perhaps document it?  Regular weekly betas are good
for everyone anyway IMO.

Or 12.1 for some?!  We might want to make both milestones available
now.  Introducing radical changes in an LTS may not be the best
approach.

Speaking of LTS, now might also be the time to get the NetCAT team
reviewing test specs leading up to 12.0 too?  At 11.3 freeze, major
features for 12.0 should be mostly there, and if we're to schedule,
freeze for 12.0 is only two months away now. :-)
