That depends. The disappearing and reappearing when ergonomics kicks in
seems normal. But I couldn't quite work out if this referred to non-PHP
options causing PHP to enable?
Yes, seems not unexpected; happens in 11.2. Just referencing php in
options, without changing anything, causes it to want to enable it
seems. I added some observations to the bug report [1]. Observations
from when tracking tracking down an issue cause by the modules turning
on and ...
