To clarify: my PATH environment variable contains C:\Program Files\AdoptOpenJDK\jdk-13.0.2.8-openj9\bin folder (my default JDK), I do not have JAVA_HOME environment variable set and I did not edit the netbeans_jdkhome in netbeans\etc\netbeans.conf. With this configuration I got that error message when launching from Command Prompt.
If I edit netbeans\etc\netbeans.conf and I explicitly set netbeans_jdkhome="C:\Program Files\AdoptOpenJDK\jdk-13.0.2.8-openj9" then I'm able to run the netbeans.exe and netbeans64.exe.
