Form time to time it is healthy to sum a discussion up, to see how far we have got with it.

First of all it become merely a brief RM talk, I'd have expected more community involvement, probably we shall have more people who had worn the RM hat among us.

We agreed on that the freeze for the LTS was too long. Proposed ideas:

 * Not having an LTS, or at least define what LTS means, I've started a
   separate discussion for that
 * Have an LTS, use the 1 month freeze, then release as RC to the wild,
   then let's patch it trough the UC, when we see ready release the GA.
 * Let the LTS be a polished version of x.3 release. With more NetCat,
   so NetCat can start on x.3 and won't have a freeze on x.0

If we would like we can discuss it further, though I'd like to see what would come out of the LTS discussion first.

On the PR merge speedup we came up with the following:

 * There is no freeze announced on the target branch
 * The author of the PR is an Apache NetBeans committer
 * The CI checks are green
 * No pending change request review.
 * No labels against merge (work-in-progress, do-not-merge, etc. )
 * No open questions in the comments
 * One of the following conditions fulfilled:
     o All reviewer approved
     o One reviewer approved and at least 3 days old
     o At least 7 days old
