I think Eric is the one to ask, but I think there might be something to do
on the windows installer side of things.  He sent me the following when I
asked previously:

"The 8 token are to “certificate” the installer exe so it’s show that
Apache is owner of installer instead of noname. "

But I'm not sure, and I dont have any further clarification on what that
means, sorry.
