For this problem, the following additional information is present in the
messages.log of NetBeans 12.2:

for kind = CLASS

ElementHandle[kind=CLASS; sigs=common.util.StringUtils ]

resolve type element "ElementHandle[kind=CLASS;
sigs=common.util.StringUtils ]".
