Hi All,

As previously announced, the merge window for NetBeans 12.3 closes
today (Jan 22nd).  Tomorrow we will branch off master to create the
"release123" and "delivery" branches.

There are still some pending pull requests for 12.3 at
https://github.com/apache/netbeans/milestone/9. Anything not merged,
*and that is reviewed and ready to be merged* for 12.3, should be
merged now. Anything unmerged at branching will be initially marked
for 12.4.

>From release branching, the following rules will apply to pull requests -

PR's intended to be included in the 12.3 release :
 - Limited to fixes and (ideally) tied to a JIRA ticket.
 - Base on the delivery branch.
 - Mark with 12.3 milestone.
 - Add the release manager(s) as reviewers (in this case Geertjan and myself).
 - Will be merged by the release manager(s).
 - Will be assessed against the bug priority guidelines at
https://cwiki.apache.org/confluence/display/NETBEANS/Bug+Priority+Guidelines

PR's with features for a future release :
 - Base on the master branch.
 - Will be reviewed and merged in the usual way.
 - If possible stay away from big refactoring.
 - If possible do not overlap with fixes for 12.3 (delivery will be
merged to master regularly).

The delivery branch will be merged to master weekly. It will also be
merged to release123 to create betas and candidates for release. After
the release, delivery will be deleted and any unmerged PRs closed or
rebased to master.

We will aim to deliver a first beta of 12.3 by the middle of next week.
