No sure it was decided. It can be done of course. I cannot formulate the following very well in english: Just a "not positive view". PMC vote matter, meaning if they say +1 to beta release, it have enough quality (according to the PMC) that we may have used the +1 to a full release "instead". Danger of neglegting the community feedback if PMC saw nothing wrong.
