No. As Geertjan already wrote, From NetBeans 9 onwards, NetBeans is Apache licensed. NetBeans 8.x is not the Apache License but CDDL/GPL2CP. We canNOT change the license of NetBeans 8.x or older although NetBeans 9 or later is provided under the Apache License.
