No.  That’s with the latest and greatest release: macOS Monterey 12.2.1

If you just double-click the .pkg you get the message: “Apache NetBeans 13.pkg” 
can’t be opened because Apple cannot check it for malicious software.

...and there is only an “OK” button to dismiss the dialog.

But if you right-click and hold Option while selecting Open, the same message 
appears but now there are two buttons on the dialog, “Open” and “Cancel”.
